Ms. Surbuts purchased Balboa Management Group in 2008. She is proud to have joined the Balboa Management Group team and promises to provide you with a level of outstanding Association Management service.
This purchase was initiated by the desire to run her own Company and the pending retirement of founder, Janet Downs. After working for over seventeen years at a large Association Management Company in which she was instrumental in the growth and success of the Company. Judi brings to you the experience and expertise of a large company with the ability of a small company to customize or accommodate your Association needs.
In 1991, she decided to utilize her Hotel Management background and venture into the field of being an Association Manager. At this time, she started managing a mixed portfolio of single family homes and condominiums consisting of 8 accounts and 1200 homes. During the next seven years, she moved into Division Manager, then Director of Property Management. The requirements of each of these positions included attending Board Meetings, property inspections, supervising vendors, creating specifications for projects on various properties. She has extensive knowledge of the Civil and Corporations Codes pertaining to Homeowner Associations.
In 1999, she became the Vice President of Property Management and was responsible for overseeing the daily operation and services for over 250 Associations, amounting to more than 40,000 units. This included supervision of Division Managers and Association Managers in the main and satellite offices. Ms. Surbuts duties included making sure that all Associations were in compliance with California Corporation and Civil Codes with regards to budget requirements, taxes, audits, reviews, and insurance, Annual Meetings, Board Meetings, lawsuits, collection policies and delinquent homeowner matters. She was always readily available for any problems the Board Members wished to discuss or to attend meetings with problems or elevated issues.
Over the years, she has worked with numerous Board of Directors in handling specialized challenges such as slope failures, fires, lawsuits, Board recalls. She is equally as versed with the daily issues that arise such as parking, changing gate directories, homeowner violations, and dissatisfaction with a vendor’s work and bidding any type of project.
Her credentials are that of a California Real Estate Broker and A CPM (Certified Property Manager). The CPM designation is earned through IREM, the Institute of Real Estate Management. Every CPM must display proficiency in the core areas of real estate management, meet minimum portfolio and experience requirements then pass a rigorous certification exam. She was the IREM Inland Empire Chapter President for 2008 and 2009 and remains on the Board of Directors. In 2007 and 2009 was voted the IREM Inland Empire CPM of the year. She has been involved with CAI for over twenty years; she is member of CACM and has attended many law seminars and classes as well as conducting classes for Board Member training and education.
Born and raised in Great Britain she attended Eastbourne College, Sussex England for a degree in Hotel Management. She has resided in California since 1989 with her husband Ronald, a Sound Engineer with Dolby Laboratories. She has one grown daughter, proudly serving in the US Navy, a grown step-son and step-daughter.
